Entraide Nationale (EN) was first set up as a private institution of a social nature, recognised as a public interest institution by Dahir No. 1.57.099 of 26 April 1957, then transformed into a public institution with legal personality and financial independence by Decree No. 2.71.625 of 28 February 1972. It is now under the administrative custody of the Ministry of Solidarity, Women, the Family and Social Development. The mission of Entraide Nationale is to provide all forms of aid and assistance to the populations and to contribute to the family and social promotion. It also controls the private assistance and charitable works it subsidizes and contributes to the training of agents assigned to the works it controls.

The National Agency for the Promotion of Small and Medium-Sized Enterprises (ANPME) was created in 2002 under Article 56 of Law No. 53-00 forming the Small and Medium-Sized Enterprise (SME) Charter, replacing the Industrial Development Office (ODI). It is a public establishment placed under the supervision of the Ministry of Industry, Trade and New Technologies (MICNT). Its mission is to work for the promotion, development and upgrading of SMEs. The ANPME has given itself a new identity and changed its name to “Maroc PME”.

Universities are created by law in accordance with Article 46 of the Constitution. They are public institutions with legal personality and administrative and financial autonomy. They are under the supervision of the Ministry of Higher Education, Scientific Research and Vocational Training and Scientific Research (MENFPESRS).

  The National Agency for the Promotion of Employment and Competencies (ANAPEC) is a public establishment with legal personality and financial autonomy, created in 2000 by Law 51-99, and started its activity in September 2001. The agency’s mission is to contribute to the organization and implementation of programmes for the promotion of skilled employment decided by the public authorities.

  The National Center for Scientific and Technical Research (CNRST) is a public institution with legal personality and financial autonomy, governed by the provisions of Act No. 80-00 promulgated on 1 August 2001. The Centre is placed under the supervision of the State. It is also subject to the State financial supervision applicable to public establishments under the legislation in force. Within the framework of government policy, the CNRST is an operator whose mission is the promotion, development and enhancement of scientific research, in accordance with the cultural, economic and social needs of the country and in liaison with public and private bodies pursuing the same objectives.
